Our Analysis of This Express Entry Draw
Today’s category-specific draw for healthcare professionals is a long-awaited development. With only five such draws since the introduction of category-based draws in July 2023 and the ongoing shortage of healthcare workers in Canada, it is surprising that more draws have not focused on healthcare professionals.
This draw increases the total number of healthcare workers targeted in 2024 to 10,250. Some healthcare professionals may have been selected in General, Canadian Experience Class, or Provincial Nominee draws held in 2024. It is likely that healthcare workers have received invitations through at least the PNP rounds, as Alberta, BC, Ontario, and PEI have all conducted provincial rounds targeting healthcare workers.
Earlier this week, IRCC held the smallest PNP draw of 2024 and a small CEC draw. This trend of smaller draw sizes is likely due to changes announced in the 2025-2027 immigration levels plan.
Will Healthcare Occupation Draws Continue in 2025?
Although Immigration, Refugee and Citizenship Canada has not officially announced the targeted occupations for 2025, the immigration levels plan for 2025-2027 indicates that healthcare occupations, along with French and trade workers, will continue to be prioritized in 2025.
The immigration levels plan allocates approximately 42,000 spots for these priority occupations. Based on 2024 activity and other data points in the immigration levels plan, it is anticipated that the majority (57%) of these allocations will go to those with French language proficiency. Around 20% is expected to be allocated to healthcare workers, potentially resulting in about 8,400 new immigrants and their families based on their healthcare work experience.
Healthcare workers in Canada may also be selected in Canadian Experience Class draws, although selection in this category may require a more competitive CRS cut-off.
